Powhatan Booking Photo Records
A booking photograph records a person’s appearance during an arrest-and-intake episode. It is tied to that booking, not to the later outcome of every charge. Release does not turn the image into proof of guilt, and the picture alone does not show whether the person left on bond, completed a term, moved to another custodian, or remained under supervision. Match the image to a booking number, booking date, arresting agency, and court case before drawing any conclusion.
Virginia law supplies a direct official route. Code of Virginia § 2.2-3706(A) addresses adult arrestee photographs taken during initial intake or routine booking. A proper Virginia Freedom of Information Act request can seek that photo, subject to the statute’s stated felony-investigation-jeopardy limit and any other lawful restriction. The law supports asking for an existing record. It does not require every photo to remain online forever or make a state-prison identification image the same as a Pamunkey booking photo.
Powhatan has no county-operated jail roster. Pamunkey Regional Jail holds the regional booking record for a person jailed there after a Powhatan arrest. The Powhatan Sheriff may hold its own arresting-agency image or incident material. That split makes the booking identifier and image source more important than a name-only search.
Find Powhatan Released Mugshots
The best channel changes with custody stage. Pamunkey’s current roster is useful while a card remains visible. After the card is gone, a focused request to the record custodian is stronger. A VADOC image, qualifying registry image, or news photograph may depict the same person, yet it may come from another event and should not be mislabeled as the Powhatan booking image.

VINE, the BOP locator, and ICE ODLS are status tools, not official local photo archives. Virginia Jail VINE can help track a live Pamunkey custody event, but updates stop after local-jail release. The federal locators do not fill the gap left by a regional-jail photo that is no longer online.
Powhatan Mugshots on Pamunkey Roster
Pamunkey Regional Jail’s “Who’s In Jail” page publishes current booking cards. A card can show the booking photograph, name, inmate ID, age, race, sex, arresting agency, booking date, charges, a displayed monetary amount, and court date or time when populated. The arresting-agency field helps separate a Powhatan-linked booking from the many other localities served by the regional jail.
The roster does not identify itself as a released-person archive. Research found no public release-date field, released filter, photo-retention rule, or official update schedule. A missing card may follow release, transfer, a data correction, or lag. It is not enough to say the person entered the community. Confirm the exit through Booking/Release or the written jail record, then use the court or receiving agency to determine what happened next. Request Powhatan Booking Photos
After a Pamunkey card disappears, send the request to the office most likely to hold the exact image. PRJ is the first custodian for its booking photograph and custody record. Its FOIA page directs requests to Major Mark A. Bennett, FOIA Administrator, at P.O. Box 510, Hanover, VA 23069, by phone at 804-365-6400 extension 3008, or by email at FOIA@pamunkeyjail.gov. Booking/Release uses extension 3043 for an immediate status check, while Records uses extension 3033 and fax 804-365-6413.
- Identify the full legal name, known aliases, booking or inmate number, approximate booking date, and Powhatan arresting agency.
- Ask for the existing adult photograph taken during initial intake for that booking, in the electronic format normally held.
- Cite Virginia FOIA and § 2.2-3706(A)(1), then ask for the legal basis for any withheld part.
- Request a cost estimate before charges exceed $25. Do not include a Social Security number or unrelated private data.
- If the image was created by the arresting office rather than PRJ, send a separate, narrow request to the Powhatan Sheriff for that agency’s record.
- Match any produced image to its booking number and date before connecting it with a court result or release entry.
Under § 2.2-3704, an agency generally responds within five working days and may invoke up to seven additional working days when the first period is impracticable. A response may produce records, withhold them with a cited basis, produce in part, report that they cannot be found, or invoke the extension. Agencies may charge actual reasonable access and duplication costs. Response time is not a promise that every requested image will be delivered within five days.
Note: Ask for an existing image tied to one booking; Virginia FOIA does not require an agency to create a new photo record or answer questions.
Three Powhatan Photo Custodians
Powhatan’s local records trail has three parts. The Powhatan Sheriff holds arresting-agency material. Pamunkey holds its booking, release, and jail intake image. The court clerk holds the legal order that explains bond, dismissal, sentence, transfer, or another case result. A generic request sent to a nonexistent “Powhatan County Jail” can fail because Powhatan does not operate its own stand-alone jail.
For Sheriff material, use psofoia@powhatanva.gov or contact the Powhatan Sheriff’s Office at 3880 Old Buckingham Road, Suite A, Powhatan, VA 23139, 804-598-5652. For the jail booking image, use PRJ’s FOIA route. For the legal outcome, search Virginia’s official court service and request the final order from the correct Powhatan clerk when needed. General District handles misdemeanor, preliminary felony, and bail matters within its jurisdiction. Circuit Court handles felony trials, final felony sentencing, and appeals.
Keep the proof types separate. A photo identifies the image displayed or held for a booking. A release line records the end or transfer of jail custody. A court order supplies the legal basis. The strongest record joins all three by booking or case identifiers without claiming that one document proves facts held by another office.
Powhatan State Release Photos
A person transferred from Pamunkey to VADOC enters a different record system. That transfer is not community release. Use the VADOC Inmate and Supervisee Locator only when the jail record or sentence shows state responsibility. A live result should be described exactly as displayed. Research did not support promising that every locator record, especially a fully discharged record, retains a public image.
For an inactive state offender, VADOC publishes Form 17, Request for Records. A focused request may ask for an existing identification photograph if releasable, along with the release or discharge record. That state identification image is not automatically the routine intake photograph from the earlier Powhatan arrest. Label the source, institution, and date whenever known.
The Virginia Sex Offender and Crimes Against Minors Registry is narrower still. It displays imagery only for people required to register for qualifying offenses. Its image is offense-specific and may not be the Pamunkey booking photo. Absence from the registry says nothing about release because the registry is not a general list of released people.
Federal status systems add no local photo archive. The BOP locator can report federal custody or a historical release entry, and ICE ODLS covers current immigration detention with limited post-release visibility. Neither should be used to fill a missing Powhatan booking-photo record.
Note: A state, registry, or federal image should retain its true source label and never be renamed as a Powhatan booking mugshot.
Powhatan Mugshots in News Reports
Occasional Powhatan arrest stories from local news outlets may show a person or an agency-supplied image. Such a report proves what the outlet published at that time. It does not prove later release, present status, or even that the pictured file was the Pamunkey intake image unless the credit says so. Compare the article date, alleged event, name, and case identifiers with the official record.
Commercial directories and republished image pages form another category, but no systematic Powhatan released-mugshot source with verified provenance, update timing, and retention was established. Do not rely on a directory that invents a “Powhatan County Jail,” omits where an image came from, or confuses a current booking with a release. No commercial mugshot publisher or data service is linked here.
Old copies can outlast changes in official access. A stale image does not override a sealed court response or a current agency determination. The official custodian and court record should anchor any correction.

Powhatan Mugshot Sealing and Removal
Virginia’s criminal-record sealing framework appears in Chapter 23.2 of Title 19.2. Eligibility depends on the disposition, offense, dates, and criminal history. Under the framework, a law-enforcement agency generally answers that no record exists for a sealed arrest, charge, or conviction unless an authorized disclosure applies, while a court clerk generally says the record is sealed and can be accessed only by court order. Follow the current response. Do not republish a sealed item from a stale cache.
Sealing and expungement are legal processes that limit access to qualifying records. They are not a blanket command that every old news page or private copy vanishes at once. Contact the official custodian with the sealing order or case details and ask it to apply the lawful restriction. For a separate publisher, use its correction or removal process without paying a service that trades on taking down arrest information.
Code of Virginia § 8.01-40.3 can create civil liability when someone publishes or maintains arrest or charge criminal-history information and solicits or accepts value to remove it, subject to statutory exceptions. The statute states minimum damages of $500 or actual damages, plus reasonable attorney fees and costs. It is an anti-pay-to-remove protection, not an automatic erasure order for a government agency or news outlet.
